Heavy Traffic is een animatiefilm met stukken live action en toont ons een blik in het New York van rond 1970. De misdaad en seks is zo druk als het verkeer in een flipperkast: constant scoren. Het verhaal draait om Michael, een ondergrondse striptekenaar die nog thuiswoont bij zijn joodse moeder waar een steekje aan los is en zijn vader, een pummelachtige sloddervos. Michael wil de stadse smerigheid ontvluchten via zijn kunst. De sfeer wordt explosief gewelddadig als Michael iets krijgt met de zwarte serveerster Carole. Dit roept zowel de woede op van Michael's racistische vader als van één van Carole's jaloerse aanbidders.
